Yeniden in\u015fa ve kentsel d\u00f6n\u00fc\u015f\u00fcm uygulamalar\u0131 \u00e7er\u00e7evesinde b\u00f6lgedeki e\u011fitim kurumu ihtiyac\u0131 h\u0131zla tespit edilerek giderilmeli, mevcut kurumlar\u0131n altyap\u0131lar\u0131 ve kapasiteleri g\u00fc\u00e7lendirilmelidir. B\u00f6lgedeki e\u011fitim ve \u00f6\u011fretimi etkileyecek en \u00f6nemli unsurlar aras\u0131nda bulunan \u00f6\u011fretmenlerin psikolojik iyi olma h&acirc;lleri, bar\u0131nma ve hayat \u015fartlar\u0131n\u0131n niteli\u011fi ve mevcut desteklerin devaml\u0131l\u0131\u011f\u0131, yeni atanacak \u00f6\u011fretmenlerin nerelerde g\u00f6revlendirilece\u011fi ve bar\u0131nma \u015fartlar\u0131 ile ilgili sorunlar h\u0131zla \u00e7\u00f6z\u00fcme kavu\u015fturulmal\u0131d\u0131r. Hem b\u00f6lgedeki \u00f6\u011fretmenlerin hem de yeni atanacak \u00f6\u011fretmenlerin kal\u0131c\u0131 konutlara ula\u015fmas\u0131na \u00f6ncelik verilmeli ve \u00f6\u011fretmenlerin b\u00f6lgedeki g\u00f6revlerinin s\u00fcreklili\u011fi sa\u011flanmal\u0131d\u0131r.&rdquo; <br \/>\n&ldquo;E\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131n al\u0131m g\u00fcc\u00fc art\u0131r\u0131lmal\u0131d\u0131r&rdquo; <br \/>\n&ldquo;Enflasyonist ortam\u0131n al\u0131m g\u00fcc\u00fcn\u00fc d\u00fc\u015f\u00fcrd\u00fc\u011f\u00fc, ekonomik toparlanma ve geli\u015fmenin sabit gelirlilerinin ceplerine yans\u0131mad\u0131\u011f\u0131 bir s\u00fcre\u00e7 kamu g\u00f6revlilerinin hayat\u0131n\u0131 zorla\u015ft\u0131rmaktad\u0131r. Enflasyon bask\u0131s\u0131 alt\u0131nda nefes almakta g\u00fc\u00e7l\u00fck \u00e7eken kamu g\u00f6revlilerinin rahat nefes almas\u0131 sa\u011flanmal\u0131; \u00fccretlerde olu\u015fan kay\u0131plar\u0131 ve enflasyona yenilme riskini giderecek mahiyette iyile\u015ftirmeler yap\u0131lmal\u0131d\u0131r. Tasarruf, memurun \u00fczerinden yap\u0131lmamal\u0131, kamu g\u00f6revlisi emeklilerinin sesi duyularak beklentileri kar\u015f\u0131lanmal\u0131d\u0131r.&rdquo;<br \/>\n&ldquo;20 bin \u00f6\u011fretmen atama s\u00fcrecindeki belirsizlik bir an \u00f6nce giderilmelidir &ldquo;<br \/>\nBakanl\u0131k, atama duyurusunu yapt\u0131\u011f\u0131, m\u00fclakat s\u00fcrecini i\u015fletti\u011fi 20 bin \u00f6\u011fretmenin atamas\u0131n\u0131 bir an \u00f6nce ger\u00e7ekle\u015ftirmelidir. E\u011fitim-\u00f6\u011fretim y\u0131l\u0131n\u0131n ba\u015flamas\u0131 nedeniyle \u00f6zellikle \u00f6\u011fretmen a\u00e7\u0131\u011f\u0131n\u0131n oldu\u011fu e\u011fitim kurumlar\u0131na \u00f6\u011frencileri \u00f6\u011fretmensiz b\u0131rakmamak i\u00e7in atama kararnamesini bekleyen 20 bin \u00f6\u011fretmenin atamas\u0131 ivedilikle yap\u0131lmal\u0131d\u0131r.&rdquo; <br \/>\n&ldquo;M\u00fclakat uygulamas\u0131 kald\u0131r\u0131lmad\u0131r&rdquo; <br \/>\n&ldquo;S\u00f6zle\u015fmeli \u00f6\u011fretmenlik uygulamas\u0131 \u00e7ok ciddi bir problem iken, atanacak \u00f6\u011fretmen se\u00e7iminin m\u00fclakatla yap\u0131lmas\u0131, yap\u0131lan m\u00fclakatlar \u00e7er\u00e7evesinde adaylar\u0131n kazanma ya da kaybetme nedeninin objektif bir \u015fekilde izah edilememesi, \u00f6\u011fretmen adaylar\u0131n\u0131n farkl\u0131 komisyonlarca birka\u00e7 dakikal\u0131k m\u00fclakatla elenmesi adalet duygusunun zedelenmesine neden olmaktad\u0131r. Vicdanlar\u0131 yaralayan m\u00fclakat kald\u0131r\u0131lmal\u0131, al\u0131mlar KPSS puan \u00fcst\u00fcnl\u00fc\u011f\u00fcne dayal\u0131 olarak yap\u0131lmal\u0131d\u0131r. \u0130htiya\u00e7 olmas\u0131na ra\u011fmen yeterli atama yap\u0131lmamakta, yeterli aday bulundu\u011fu h&acirc;lde atama yap\u0131l\u0131p ihtiya\u00e7 kar\u015f\u0131lanmamaktad\u0131r. Bu durum, &lsquo;\u00f6nce e\u011fitim\u2019 iradesiyle \u00e7eli\u015fmektedir.  \u00d6\u011fretmen atamas\u0131, ihtiyac\u0131 kar\u015f\u0131layacak \u015fekilde yap\u0131larak \u00f6\u011fretmen a\u00e7\u0131\u011f\u0131 sorunu \u00e7\u00f6z\u00fclmelidir.&rdquo;<br \/>\n&ldquo;S\u00f6zle\u015fmeli ve \u00fccretli \u00f6\u011fretmenlik son bulmal\u0131, kadrolu istihdam esas al\u0131nmal\u0131d\u0131r &ldquo;<br \/>\n&ldquo;\u00d6\u011fretmenlerin anayasal haklar\u0131n\u0131 s\u0131n\u0131rlayan, aile b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc bozan, e\u015fleri birbirinden, \u00e7ocuklar\u0131 da anne babalar\u0131ndan ayr\u0131 b\u0131rakan, \u00f6\u011fretmeni e\u015fi ile i\u015fi, sa\u011fl\u0131k ile i\u015fsizlik aras\u0131nda tercihte bulunmaya zorlayan, \u00f6\u011fretmenlik mesle\u011fini ve \u00f6\u011fretmenin itibar\u0131n\u0131 zedeleyen s\u00f6zle\u015fmeli \u00f6\u011fretmenlik uygulamas\u0131na da \u00f6\u011fretmen istihdam\u0131nda ucuz i\u015f\u00e7ili\u011fe d\u00f6n\u00fc\u015fen \u00fccretli \u00f6\u011fretmenlik uygulamas\u0131na da son verilmelidir. S\u00f6zle\u015fmeli \u00f6\u011fretmenlere, kadroya ge\u00e7irilme s\u00fcrecine ili\u015fkin kal\u0131c\u0131 bir d\u00fczenleme yap\u0131lmas\u0131 beklenmeksizin mazerete ve iste\u011fe ba\u011fl\u0131 yer de\u011fi\u015fikli\u011fi hakk\u0131 ba\u015fta olmak \u00fczere kadrolu \u00f6\u011fretmenlere tan\u0131nan haklar verilmelidir.&rdquo;<br \/>\n&ldquo;Yer de\u011fi\u015fikli\u011fi talepleri kar\u015f\u0131lanmal\u0131d\u0131r&rdquo; <br \/>\n&ldquo;Dezavantajl\u0131 ve elveri\u015fsiz \u015fartlar\u0131n h\u00fck\u00fcm s\u00fcrd\u00fc\u011f\u00fc yerle\u015fim yerlerinde g\u00f6rev yapan e\u011fitim \u00e7al\u0131\u015fanlar\u0131na y\u00f6nelik g\u00f6n\u00fcll\u00fcl\u00fc\u011f\u00fc esas alacak tedbirlerin al\u0131nmas\u0131, rasyonel bir atama ve yer de\u011fi\u015ftirme sisteminin kurulmas\u0131, e\u011fitimcilerin en b\u00fcy\u00fck beklentilerindendir. Bu anlamda, hem \u00f6\u011fretmenlerin yer de\u011fi\u015fikli\u011fi gibi temel \u00e7al\u0131\u015fma haklar\u0131n\u0131 hem de b\u00f6lgeler aras\u0131nda adil da\u011f\u0131l\u0131m\u0131n\u0131 sa\u011flayacak objektif bir yer de\u011fi\u015fikli\u011fi takvimi E\u011fitim-Bir-Sen taraf\u0131ndan \u00f6nerilmi\u015ftir. Bu \u00f6nerinin, s\u0131ra tayininin hayata ge\u00e7irilmesiyle birlikte uygulanmas\u0131 h&acirc;linde yer de\u011fi\u015fikli\u011fi kaynakl\u0131 sorunlar b\u00fcy\u00fck \u00f6l\u00e7\u00fcde \u00e7\u00f6z\u00fclm\u00fc\u015f olacakt\u0131r.&rdquo;<br \/>\n&ldquo;E\u011fitim \u00e7al\u0131\u015fanlar\u0131na y\u00f6nelik \u015fiddete kar\u015f\u0131 cayd\u0131r\u0131c\u0131 \u00f6nlemler al\u0131nmal\u0131d\u0131r&rdquo; <br \/>\n&ldquo;E\u011fitim \u00e7al\u0131\u015fanlar\u0131na y\u00f6nelik \u015fiddet olaylar\u0131 yayg\u0131n bir toplumsal sorun h&acirc;line gelmi\u015f ve \u00fclkemizin gelece\u011fi a\u00e7\u0131s\u0131ndan vazge\u00e7ilmez olan e\u011fitim-\u00f6\u011fretim hizmetinin y\u00fcr\u00fct\u00fclmesini sekteye u\u011fratacak dereceye varm\u0131\u015ft\u0131r. Bu \u015fiddet eylemlerinde, mevcut yasal d\u00fczenlemelerin bu fiillere kar\u015f\u0131 cayd\u0131r\u0131c\u0131 nitelikte ceza \u00f6ng\u00f6rmemesi, \u015fiddet uygulayan ki\u015filerin bu eylemlerinin adli ve idari makamlarca \u00f6nemsenmeyece\u011fi ve ciddi bir ceza yapt\u0131r\u0131m\u0131yla kar\u015f\u0131la\u015fmayacaklar\u0131 inanc\u0131 \u00f6nemli bir rol oynamaktad\u0131r. Bu nedenle, e\u011fitim \u00e7al\u0131\u015fanlar\u0131na kar\u015f\u0131 e\u011fitim-\u00f6\u011fretim hizmetinin sunumundan kaynakl\u0131 \u015fiddet eylemlerine y\u00f6nelik \u00f6nleyici ve koruyucu nitelikte cezai ve hukuki tedbirler al\u0131nmal\u0131d\u0131r.&rdquo;<br \/>\n&ldquo;\u00d6\u011fretim y\u0131l\u0131na haz\u0131rl\u0131k \u00f6dene\u011fi t\u00fcm e\u011fitim \u00e7al\u0131\u015fanlar\u0131na \u00f6denmelidir&rdquo; <br \/>\n&ldquo;657 say\u0131l\u0131 Kanun\u2019un ek 32. maddesine g\u00f6re \u00f6denmekte olan \u00f6\u011fretim y\u0131l\u0131na haz\u0131rl\u0131k \u00f6dene\u011fi, \u00f6\u011fretmenlerle birlikte e\u011fitim-\u00f6\u011fretim hizmetlerinin y\u00fcr\u00fct\u00fclmesinde emek sarf eden Mill&icirc; E\u011fitim Bakanl\u0131\u011f\u0131\u2019n\u0131n merkez ve ta\u015fra te\u015fkilat\u0131 kadrolar\u0131nda g\u00f6revli t\u00fcm hizmet s\u0131n\u0131flar\u0131ndaki e\u011fitim \u00e7al\u0131\u015fanlar\u0131na da \u00f6denmelidir.&rdquo;<br \/>\n &ldquo;Hizmetli ve memurlar\u0131n haklar\u0131 iyile\u015ftirilmelidir&ldquo;<br \/>\n&ldquo;Genel idare hizmetleri, teknik hizmetler, yard\u0131mc\u0131 hizmetler ve di\u011fer hizmet s\u0131n\u0131flar\u0131nda \u00e7al\u0131\u015fanlar\u0131n mali ve \u00f6zl\u00fck haklar\u0131 iyile\u015ftirilmeli, e\u011fitim-\u00f6\u011fretim s\u0131n\u0131f\u0131 \u00e7al\u0131\u015fanlar\u0131na tan\u0131nan haklar kendilerine de tan\u0131nmal\u0131d\u0131r. Bununla birlikte, yard\u0131mc\u0131 hizmet s\u0131n\u0131f\u0131 \u00e7al\u0131\u015fanlar\u0131n\u0131n g\u00f6rev tan\u0131mlar\u0131nda belirsizlik giderilmelidir. Hizmetli ve memur gibi personelin g\u00f6rev tan\u0131mlar\u0131 bulunmamaktad\u0131r. Hizmetli kadrosunda g\u00f6rev yapan e\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131n en \u00f6nemli sorunu, \u00e7al\u0131\u015fma saatlerinin belirsizli\u011fi ve yapmakla y\u00fck\u00fcml\u00fc olduklar\u0131 i\u015flerin net olarak tan\u0131mlanmamas\u0131d\u0131r. Memur ve hizmetlilerin g\u00f6rev tan\u0131mlar\u0131 yap\u0131lmal\u0131, &ldquo;Y\u00f6neticilerin verdi\u011fi di\u011fer g\u00f6revleri yapar&rdquo; \u015feklindeki ifadelerin yer ald\u0131\u011f\u0131 mevzuat h\u00fck\u00fcmleri de\u011fi\u015ftirilmelidir. \u0130kili e\u011fitim yapan kurumlar ba\u015fta olmak \u00fczere, e\u011fitim kurumlar\u0131nda hizmetli kadrolar\u0131nda g\u00f6rev yapanlar, haftada 40 saatin \u00fczerinde \u00e7al\u0131\u015fmas\u0131na ra\u011fmen, kendilerine fazla \u00e7al\u0131\u015fma \u00fccreti \u00f6denmemekte; e\u011fitim kurumunda \u00e7o\u011fu durumda tek hizmetli oldu\u011fundan, personel yetersizli\u011fi gerek\u00e7e g\u00f6sterilerek fazla \u00e7al\u0131\u015fma kar\u015f\u0131l\u0131\u011f\u0131 izin hakk\u0131ndan da faydalanamamaktad\u0131r. Personele, haftal\u0131k 40 saati a\u015fan \u00e7al\u0131\u015fmalar\u0131n\u0131n kar\u015f\u0131l\u0131\u011f\u0131 fazla \u00e7al\u0131\u015fma \u00fccreti \u00f6denmesi ya da personel yetersizli\u011fi gerek\u00e7esine s\u0131\u011f\u0131n\u0131lmadan fazla \u00e7al\u0131\u015fma kar\u015f\u0131l\u0131\u011f\u0131 izin hakk\u0131ndan faydalanmalar\u0131n\u0131n sa\u011flanmas\u0131 y\u00f6n\u00fcnde d\u00fczenleme yap\u0131lmal\u0131d\u0131r.&rdquo;<br \/>\n&ldquo;\u015eube m\u00fcd\u00fcrlerinin sorunlar\u0131 \u00e7\u00f6z\u00fclmelidir&rdquo; <br \/>\n&ldquo;\u015eube m\u00fcd\u00fcrleri ve \u015feflerin \u00f6zl\u00fck haklar\u0131, sorumluluklar\u0131 ekseninde iyile\u015ftirilmeli, rotasyondan kaynaklanan sorunlar \u00e7\u00f6z\u00fclmelidir. Mill&icirc; e\u011fitim uzman\u0131, Bakanl\u0131k m\u00fcfetti\u015fi, il mill&icirc; e\u011fitim m\u00fcd\u00fcr\u00fc ve yard\u0131mc\u0131s\u0131, il\u00e7e mill&icirc; e\u011fitim m\u00fcd\u00fcr\u00fc, ara\u015ft\u0131rmac\u0131, \u015fube m\u00fcd\u00fcr\u00fc, e\u011fitim m\u00fcfetti\u015fi, e\u011fitim m\u00fcfetti\u015f yard\u0131mc\u0131s\u0131, \u015fef ve e\u011fitim uzman\u0131 kadrolar\u0131nda g\u00f6rev yapanlardan aranan hizmet s\u00fcresini tamamlayanlara da uzman \u00f6\u011fretmenlik, ba\u015f\u00f6\u011fretmenlik \u00fcnvan\u0131na dayal\u0131 haklar tan\u0131nmal\u0131d\u0131r.&rdquo;<br \/>\n&ldquo;\u0130\u015fg\u00fcc\u00fc Uyum Program\u0131, g\u00fcvencesiz yap\u0131s\u0131 ve d\u00fc\u015f\u00fck gelir getirisiyle okullar\u0131n temizlik sorununa \u00e7\u00f6z\u00fcm olamaz&rdquo;<br \/>\n&ldquo;Okullar\u0131m\u0131zda temizlik, g\u00fcvenlik gibi hizmetleri y\u00fcr\u00fcten yeterli say\u0131da yard\u0131mc\u0131 personelin varl\u0131\u011f\u0131 olmazsa olmazd\u0131r.  Okullar\u0131m\u0131z\u0131n yard\u0131mc\u0131 personel ihtiyac\u0131 kadrolu memur stat\u00fcs\u00fcnde personelle kar\u015f\u0131lanamad\u0131\u011f\u0131ndan vazge\u00e7ilemez nitelikteki hizmetler, okul-aile birlikleri taraf\u0131ndan yap\u0131lan veya \u0130\u015eKUR y\u00f6netimindeki ge\u00e7ici istihdam programlar\u0131yla y\u00fcr\u00fct\u00fclmeye \u00e7al\u0131\u015f\u0131lmaktad\u0131r. Ancak okullar\u0131n a\u00e7\u0131ld\u0131\u011f\u0131 bug\u00fcnlerde halen \u00e7ok say\u0131da okulun yard\u0131mc\u0131 personel ihtiyac\u0131 giderilememi\u015ftir. \u0130\u015eKUR taraf\u0131ndan yeni uygulamaya konulan \u0130\u015fg\u00fcc\u00fc Uyum Program\u0131\u2019n\u0131n da tam olarak ihtiyac\u0131 kar\u015f\u0131layamayaca\u011f\u0131 g\u00f6r\u00fclmektedir. \u0130\u015fg\u00fcc\u00fc Uyum Program\u0131\u2019n\u0131n i\u015f g\u00fcvencesinden yoksun, adil ve yeterli bir gelir getirmeyen, sosyal g\u00fcvencesiz bir \u00e7al\u0131\u015fma bi\u00e7imi oldu\u011fu de\u011ferlendirilmektedir. Bu nedenle, ge\u00e7mi\u015f y\u0131llar\u0131n aksine programa yap\u0131lan ba\u015fvuru say\u0131s\u0131 yetersiz kalmaktad\u0131r. Dolay\u0131s\u0131yla bu \u00e7\u00f6z\u00fcm\u00fcn de yeni e\u011fitim-\u00f6\u011fretim y\u0131l\u0131nda okullar\u0131n g\u00fcvenlik, temizlik ve benzeri ihtiya\u00e7lar\u0131na bir \u00e7\u00f6z\u00fcm getirmeyece\u011fi anla\u015f\u0131lmaktad\u0131r.&rdquo;<br \/>\n&ldquo;Okul kantinlerinde boykot \u00fcr\u00fcnlerinin sat\u0131\u015f\u0131na izin verilmemelidir&rdquo; <br \/>\n&ldquo;\u0130srail\u2019in abluka alt\u0131nda tuttu\u011fu Gazze ve Filistin\u2019in di\u011fer b\u00f6lgelerinde masum halka y\u00f6nelik ger\u00e7ekle\u015ftirdi\u011fi katliam, zul\u00fcm, insan haklar\u0131 ihlalleri ve di\u011fer insanl\u0131k d\u0131\u015f\u0131 uygulamalara kar\u015f\u0131 sessiz kalmamak vicdani bir sorumluluktur. \u0130srail ekonomisine katk\u0131da bulunmak, i\u015fgal ve zulm\u00fcn devam\u0131na katk\u0131da bulunmak anlam\u0131na gelmektedir.  Okul kantinlerinde \u0130srail \u00fcr\u00fcnlerinin sat\u0131lmamas\u0131, bu boykota katk\u0131da bulunman\u0131n bir yoludur. Yerli \u00fcr\u00fcnlere \u00f6ncelik vermek, mill&icirc; ekonomiye katk\u0131da bulunmak ve yerli \u00fcreticiyi desteklemek demektir. Okul kantinlerinde \u0130srail \u00fcr\u00fcnlerinin yerine yerli \u00fcr\u00fcnlerin sat\u0131lmas\u0131, bu amaca hizmet edecektir.
